Young people are often defined by their behaviour instead of their potential.

The Government of Ontario created Stepping Stones, a research-based resource to help educators, youth workers, mentors and community organizations better understand how young people develop. The challenge was encouraging busy frontline professionals to rethink everyday interactions with youth, and to recognize that even the smallest moments can influence a young person's future.

Instead of portraying youth as problems to be managed, the campaign challenged adults to see the person behind the behaviour. A series of handcrafted characters represented young people who might easily be misunderstood at first glance. Paired with simple, thought-provoking headlines, each execution encouraged viewers to pause, listen and reconsider their assumptions.

There was a reason the characters were sculpted from clay. Like the young people they represented, they were still being formed, still soft, still open to the shape the right influence could give.

The campaign wasn't asking people to change everything they did. It was asking them to recognize that every conversation, every decision and every response could become a stepping stone toward a better outcome.

The campaign reached beyond traditional advertising.

Digital resources, social media and targeted outreach connected educators, parents, youth organizations and community leaders with the Stepping Stones resource, encouraging ongoing discussion around positive youth development. A dedicated outreach strategy engaged bloggers and online influencers across education, parenting, youth services and community organizations to extend the conversation throughout Ontario.

The campaign wasn't designed to speak to youth. It was designed to speak to the adults who influence them every day.

By encouraging frontline workers to replace assumptions with curiosity, the campaign reinforced a simple but powerful truth: young people are still becoming who they will be. The way we respond today helps shape who they become tomorrow.
